The article considers the evolution of university models, examines in detail the model of a digital university and pays special attention to changing the paradigm of university resource management in the context of digitalization. The transition from managing university resources to managing access to them is substantiated. This problem is relevant, since the Russian economy is faced with the task of overcoming technological dependence in the current conditions of restrictions and Western sanctions. The development of universities of a new quality, integrated with the real sector of the economy, operating on the basis of digital technologies and providing competitive innovative development, could be a solution to this problem. The purpose of the article is to propose a new methodology for the development of the university and the management of its resources in the context of digitalization. In the course of the study the authors solved the following tasks: they analyzed global trends and external risks for higher education; revealed the phenomenon of the digital university; substantiated the new principles of digital university resource management that meet the requirements of the fourth industrial revolution; proposed an approach to the digital development of the university based on the harmonization of the interests and requirements of stakeholders; considered the concepts of infrastructure logic and the strategy of digital transformation of the university. The article used both general scientifc research methods and special ones: frstly, statistical analysis of indicators of global innovation trends in the feld of digitalization of education and the economy; secondly, an institutional approach aimed at identifying effective institutions (rules of the game) that can increase the overall motivation of internal and external stakeholders of the university to ensure an effective digital transformation process; thirdly, the method of multiple thematic comparisons to analyze the scientifc literature and ofcial sources on the digital development of the university and the innovative economy. As a result of the study, the authors formulated a set of recommendations for developing a strategy for the digital transformation of Russian universities based on the author’s methodology for resource management in the digital age for integration into the global innovation process and obtaining leadership positions in global university rankings

    Calculation of αˉQ.E.D.\bar{\alpha}_{\rm Q.E.D.} on the Z

We perform a new, detailed calculation of the hadronic contributions to the running electromagnetic coupling, αˉ\bar{\alpha}, defined on the Z particle (91 GeV). We find for the hadronic contribution, including radiative corrections, 10^5\times \deltav_{\rm had.}\alpha(M_Z^2)= 2740\pm12, or, excluding the top quark contribution, 10^5\times \deltav_{\rm had.}\alpha^{(5)}(M_Z^2)= 2747\pm12. Adding the pure QED corrections we get a value for the running electromagnetic coupling of αˉQ.E.D.(MZ2)=1128.965±0.017.\bar{\alpha}_{\rm Q.E.D.}(M_Z^2)= {{1}\over{128.965\pm0.017}}.Comment: Version to appear in Phys. Motivation of personnel in an innovative business climate

    Get PDF
With increasing understanding of the importance of labor motivation in the personnel management system it is necessary to study the examples of practical implementation of personnel motivation programs that have been tested in successful companies. This work is designed to give answers to the following questions: How and what should motivate employees under the conditions of innovative business development? How is it done in Russia and around the world? What motivating programs are offered by employers today, what are their common features and fundamental differences? The main goal is to identify the best practices of motivation by using the examples of the leading foreign and Russian companies. The main conclusion – even considering the Russian specifics, one large salary is not enough in innovative conditions, therefore progressive companies introduce multifactorial motivation systems, including material and non-material components. The work is of practical value for the Russian business. The continuation of this original research can develop in two directions: "in breadth" and "in depth". In the first case a similar analysis carried out with a large sample of enterprises will reveal additional dependencies. In the second case an empirical study of the reaction to certain motivators and the ways of their implementation within a separate company is proposed.peer-reviewe

In connection with the development of transforming the economy, the need for forecasting and analyzing the consequences of managerial decisions becomes more pressing. To substantiate and evaluate such decisions, a tool for prospective analysis of financial statements of companies is used. In recent years, the content and structure of a company's financial statements have undergone significant changes. With the development of economic relations, the principles of organization and methodology of accounting and reporting are also dynamically changing. The issues of reforming financial statements of a company are constantly discussed at international congresses of accountants and other professional forums. The purpose of the study is to improve the concept of preparing financial statements of a company as an information base for taking decisions in a transforming economy. As a result of the research, the economic essence of company's financial statements is substantiated from the point of view of an integrated approach; the importance of financial statements of an organization for effective management is determined; the main financial and non-financial indicators are systematized; it is proposed to introduce a mandatory requirement for disclosure of non-financial indicators in the corporate reporting system; proposals have been elaborated to improve the methods for analyzing financial statements as a tool for managing a company.peer-reviewe

Innovative intellectual property products : the case of Russian Federation

    Get PDF
Innovation activity is currently the most important factor in boosting of competitiveness through the creation of an innovative environment. In turn, innovations can be introduced only if intellectual property rights are protected. This article attempts to establish the relationship between the indicators of intellectual property rights protection and the level of national economic development. One can also find here stimulation proposals for the creation of innovative products. Indicators that characterize the property right protection (International Property Rights Index, IPRI, in the category Intellectual Property Rights) were compared with indicators that characterize the level of economic development (GDP per capita and R&D spending) on the example of developed and developing countries. The correlation between R&D spending and property right protection was not determined. This indicates that the International Property Rights Index in the category Intellectual Property Rights does not fully reflect the innovativeness. To activate national innovative development, some suggest using special forms of financing, improving the regulatory framework, implementing more high-tech developments, adapting the infrastructure, improving the licensing mechanism, and activating the technology transfer.peer-reviewe

Economic mechanism of regulating land relations in the agricultural sector of Russia

    Get PDF
The present study substantiates the economic basis for regulating land relations in the agricultural sector, outline the main stages of the formation and development of land relations in Russia. It also carries out a comparative analysis of land relations in Russia and foreign countries, presents theoretical aspects of economic regulation of land relations in the agricultural sector and considers domestic and foreign experience of the regulation of land relations. The activities of human society in connection with land are carried out on the basis of social relations, the key element of which is land relations. Transformations and regulation of land relations occur in the process of agrarian transformations. Historically, it has been proven that the implementation of agrarian reforms that change the socioeconomic situation, the working conditions of people, the production and marketing of products, does not bring about solid results without a proper transformation of land relations. The unique role of land relations in the system of agrarian reforms suggests that agrarian restructuring must begin with land reform.peer-reviewe

Radiative decays of light vector mesons in a quark level linear sigma model

    Get PDF
We calculate the P0 to gamma gamma, V0 to P0 gamma and V0to V'0 gamma gamma decays in the framework of a U(3)xU(3) linear sigma model which includes constituent quarks. For the first two decays this approach improves results based on the anomalous Wess-Zumino term, with contributions due to SU(3) symmetry breaking and vector mixing. The phi to (omega, rho) gamma gamma decays are dominated by resonant eta' exchange . Our calculation for the later decays improves and update similar calculations in the -closely related- framework of vector meson dominance. We obtain BR(phi to rho gamma gamma)=2.5x10^{-5} and BR(phi to omega gamma gamma)=2.8x10^{-6} within the scope of the high-luminosity phi factories.Comment: 8 pages, submitted to Phys. Rev.
